Ministry of Public Works Attends the Africa Water Forum in Chad: Highlights Liberia's Draft Water Compact

The Minister of Public Works Roland Layfette Giddings, and  the Deputy Minister for Rural Development & Community Services Jocelia Tarplah, are currently attending the Africa Water Forum in N’Djamena, Republic of Chad from July 15-16, 2026. Jointly hosted by the Chadian Government and the World Bank Group, the summit convened heads of state, policymakers, and water experts to address continental water security, sanitation challenges, and climate resilience.
 
It was anchored on the theme: “From Vision to Action”, indicating preparedness to tackle severe resource challenges, noting that over 400 million Africans lack access to safe drinking water and that climate change threatens to severely impact regional GDPs. 
 
The discussions yielded strong financial and political commitments, notably Chad's announcement of a National Water Pact valued at $3.8 billion over the next five years. 
 
Another major highlight from the forum was Chadian President Mahamat Idriss Déby's announcement that Chad will abolish entry visas for all African citizens, effective January 1, 2027, to promote greater continental integration and free movement. 
 
Participating at the conference the Liberian delegate let by the Works Minister Roland Layfette Giddings, emphasized Liberia's draft WASH Compact and how it can be further enhanced through the “One Water Approach” that recognizes the interconnectedness of water for people, agriculture, and ecosystems.
 
Minister Giddings highlighted that water resilience is built on sustainable water supply, preservation, and effective management. He also stressed that investing in water is investing in healthier communities, stronger economies, and greater employment opportunities”. 
 
“While Liberia, like many African nations, are blessed with abundant water resources, the presence of rivers and lakes alone do not guarantee safe drinking water, quality water, or reliable irrigation. The focus must now shift to improving water quality, expanding access, and ensuring that water resources are managed sustainably for present and future generations”, he concluded.
 
Liberia remains committed to transforming challenges into opportunities by asking for an increase in WASH budget, domestic resource mobilization for the sector, promoting investments through Public Private Partnership that improve water security, create jobs, strengthen climate resilience, and deliver safe, clean water for all.
 
The Ministry conveyed heartfelt appreciation to the “World Bank Liberia” for facilitating the trip and ensuring Liberia's representation at the Africa Water Forum.
