The Government of the Republic of Liberia has received funds from the African Development Bank (AfDB) Group, European Union (EU) & European Investment Bank (EIB) towards the cost of the Fishtown to Harper Road Project Phase I: Paving of Harper to Karloken (50km), Upgrading of the Mano River Union Road Development & Transport Facilitation Programme (MRU/RDTFP) Phase I: Paving of Karloken to Fishtown (80km) and the Upgrading of the Mano River Union Road Development & Transport Facilitation Programme

(MRU/RDTFP) Phase II: Paving of Sanniquellie to Loguatuo (47.1 km) and Fish Town Kelipo road (20km) with a view to improve travel speeds, reliability, and quality of public transport services in the southeastern region of the country and promote cross border trade promote regional integration and to attain better development results for the countries concerned and intends to apply part of the proceeds for payments under the contract for the provision of RAP & E& S Audit Consultancy Services respectively.

The RAP Audit & the E & S Audit are expected to be carried out separately along the various road corridors. The RAP Audit is expected to be carried out on the completed Fishtown to Harper (50km) Road Corridor whereas the annual E & S Audit is expected to be carried out on the Mano River Union Road Development & Transport Facilitation Programme (MRU/RDTFP) Phase I: Paving of Karloken to Fishtown (80km) and the Upgrading of the Mano River Union Road Development & Transport Facilitation Programme (MRU/RDTFP) Phase II: Paving of Sanniquellie to Loguatuo (47.1 km) and Fish Town Kelipo road (20km).

The main objective of the RAP Audit are as follows:

 Assess success of implementing the RAP, and its impacts on the quality and standards of living of PAPs;

 Issue an Action Plan with modalities for relocating and/compensating PAPs from the high embankment area of the 26km road;

 Issue an Action Plan and modalities for relocating taxi drivers from the roundabout in Pleebo to the Lorry Park;

 Issue a full report on implementation of the RAP in accordance with the Bank’s requirement

 Plan/arrangement/modalities to resolve all outstanding RAP issues on the Project – unpaid compensation, undemolished structures, payment made to wrong PAPs, under payments etc., and

 Outline procedure to cascade lessons/recommendations from the audit to improve RAP implementation and related issues on MRU1, MRU2 and MRU3.

The deliverables to be produced under the RAP Audit component of the Fishtown to Harper (50km) section of the assignment will include desk review of project related documents, meetings, surveys, census and consultations, impact evaluation and recommendations for outstanding RAP issues. Concrete deliverables under this component of the assignment will include:

 Inception Report – highlighting state/status of mobilization, work plan, methodology to execute the audit (prepared from/based on this TOR), Auditor’s/Consultant’s comments on the TOR, information gap and other etc.

 Weekly reports – to be submitted at the end of each week to update the Client/MPW on progress of the audit

 Draft Report – submitted at the end of the 6th week from the date of signing contract

 Final Report – submitted by the 8th week from the date of signing contract.

The main objective of the E & S Compliance Audit for both MRU 1 & 2 is to assess the level of compliance of the project with applicable E&S requirements. The audit will focus specifically on assessing the extent of compliance with the E&S provisions of the financial agreement of the project, Bank’s E&S safeguards, implementation of the applicable E&S instruments – ESMP, RAP, GRM etc., national regulations, and international industrial best practices (IIBP) of the project’s sector.

The audits shall be undertaken on both the MRU 1&2 corridors which includes Karloken to Fishtown (80km) road corridor as well as the Sanniquellie to Loguatuo (47.1km) road corridor & the Fishtown to Kelipo(20km) road corridor and associated facilities such as quarries, borrow pits etc. as may be applicable, and it is expected to identify E&S non-compliances, and recommend corrective actions to improve E&S performance on the project.

The deliverables to be produced under the E & S Compliance Audit component of the MRU 1 & 2 sections of the assignment will include desk review of project related documents, meetings, surveys, census and consultations, impact evaluation and recommendations for outstanding compliance issues. Concrete deliverables under this component of the assignment shall be the E&S compliance audit report for 2021, including a corrective action plan (CAP). The E&S compliance audit should contain findings and recommendations that will enable MPW, the Bank and other stakeholders to identify, assess and manage the environmental and social impacts and risks associated with the project.

Recommendations should be formulated in order to prioritize and develop the action plan with a view to implementing management measures that best avoid or mitigate the risks and impacts of the project.

The RAP Audit on the Fishtown to Harper (50km) road corridor shall be carried out over a period of sixty (60) calendar days from the date of signing of the contract whereas the annual E & S Audit for 2021 on the MRU 1- Karloken to Fishtown(80km) & MRU 2- Sanniquellie to Loguatuo (47.1km) & Fishtown to Kelipo (20km) shall be carried out intermittently over a period of sixty (60) calendar days respectively. The services of the Consultant will be retained annually based on satisfactory performance and would be required to support the Project Implementation Unit (PIU) intermittently throughout the duration of the contract.

The Ministry of Public Works now invites eligible consultants (firms) to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (i) information detailing the company’s existence and areas of expertise (ii) list of similar assignments and experience in similar conditions, (iii) list of overall permanent and temporary staff in fields related to the assignment (iv) evidence of past performance (v) any other relevant information. Consultants may constitute joint-ventures to enhance their chances of qualification.

Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Procurement Policy and Methodology for Bank Group Funded Operations” (BPM), dated October 2015”, which is available on the Bank’s website at http://www.afdb.org. The MPW is under no obligation to shortlist any consultant who expresses interest.
