Public Notice: Disclosure of Resettlement Action Plans (RAPs) for Road Rehabilitation Projects
The Government of Liberia, with financial support from the World Bank, is implementing key road rehabilitation projects to improve agricultural productivity, market access, and urban transport infrastructure.
Consequently, this is to notify the general public that the Government of Liberia, through the Ministry of Public Works’ Infrastructure Implementation Unit (IIU) in collaboration with the Ministry of Agriculture Project Implementation Unit (PIU), has prepared Resettlement Action Plans (RAPs) for the following road projects, namely:
- Resettlement Action Plan for the Rehabilitation of the 40 km Tappita–Toe Town Road under the Rural Economic Transformation Project (RETRAP), impacting Project Affected Persons (PAPs) along the corridor.
- Resettlement Action Plan for the Rehabilitation of the 85 km Côte d'Ivoire border through Toe Town to Zwedru Road under RETRAP, impacting Project Affected Persons (PAPs) along the corridor.
- Resettlement Action Plan for the Urban Road upgrading of approximately 6.1 km from Coca-Cola Factory to ELWA Junction under the Liberia Road Asset Management Project (LIBRAMP), addressing congestion and compensating Project Affected Petty Traders displaced during the construction phase.
The RAPs provide detailed information on properties and persons that will be affected and outline the procedures to be adopted to mitigate and minimize negative impacts, which could result from the civil works activities. It also clearly describes the legal framework, institutional arrangement, grievance redress mechanism, guidance for determining eligibility for compensation, and the implementation schedule.
The RAPs ensure fair compensation and assistance in accordance with Liberian law and World Bank standards. Stakeholder consultations have been conducted to inform affected persons of their rights and entitlements. Each RAP Implementation will include verification, payment of compensation, relocation assistance, and site handover prior to commencement of civil works.
